Consequent upon the decision taken by the Ministry of Housing and Urban Affairs, Government of India, a special scheme for the development of the North Eastern States of India was initiated termed the North East Region Urban Development Programme (NERUDP). This special programme has within its umbrella the five (5) north eastern states viz- Aizawl, Agartala, Shillong, Kohima and Gangtok. The main objective and purpose of this special programme is to ensure that there is development in matters relating to public health and sanitation. A noteworthy fact is that the Government of India has released 100% of the total grant to the Government of Mizoram. This fund, thus allocated is focused on ensuring proper public water distribution system and systematic treatment of public sewerage for optimum public health and sanitation. 

State Investment Programme Management Implementation Unit or SIPMIU for short has been established in all these five (5) states for implementation of this special scheme. And each state capital has been endowed with its respective infrastructure under SIPMIU. The task is based on Multi-tranch Financing Facility (MFF) under which public health and sanitation schemes will be in progress and carefully and strictly monitored. A consultant firm (DSMC) has been employed to supervise and monitor all aspects regarding public health and sanitation programme, such as the design, construction and all ensuing related activities.

SIPMIU works for the projects at the state level with the Program Director at its head assisted by his staff of highly trained engineers and officers. Work is done through competent contractors strictly monitored and supervised by a consultant firm. Therefore, SIPMIU was born for the implementation of NERUDP, a program initiated by the Ministry of Housing and Urban Affairs, Govt. of India.The Department of Urban Development & Poverty Alleviation, Govt. of Mizoram acts the Executing Agency at the state level.

  • Aware the rights for City Development and facilitate sustainability. 
  • Aware decentralization of power for Urban Administration by way of Municipalization in urban areas.
  • Establish Local Self Government/ULBs in line with 74th India Constitution Amendment Act and Capacity Development.
  • Establish and improve urban financing capacity for sustainability to provide its basic services.
